World Gone Mad

The damage to society from barbaric and outdated drug policies don’t usually catch the media’s interest. So I have compiled a few recent articles that show the side effects of prohibition and what happens when we lose grasp of common sense. UPDATE Check out The Australian’s, Caroline Overington’s article, Removal of Kids 'Abuse by Officials'. You may be surprised at the readers comments.

Toddlers Taken From Parents for Smoking Pot

Like a scene from Reefer Madness, officers from the New South Wales Department of Community Services(DOCS) removed 2 children from their family because the parents were recreational cannabis smokers. Unbelievably, the parents had to go to the supreme court to get them back. The judge happily obliged and in the process, blasted the actions of DOCS as a "gross abuse of power".

My principal concern is that young children who have been well cared for by their parents have been removed from their care for some three months and, if the DOCS officers have their way, will be kept out of their parents' care for another three months, for no good reason

-Supreme Court Justice George Palmer

The parents and their children had to have an assessment with a psychologist who concluded, “Both parents are well able to provide for the safety, welfare and wellbeing of their infant children".

The parents were not mentally ill, had no relevant criminal history and were not guilty of any offence except that they occasionally smoked marijuana.

To top it off, DOCS refused to make any comment on the case and instead of apologising they said they would “carefully examine the judgment and consider whether to appeal”. The judge said the officers' attitude showed "an intransigent refusal to acknowledge a mistake, regardless of the consequences to the children"

This is the type of strategy that the federal opposition and the Christian based political parties want introduced as laid out in the The Bishop Report: “The Winnable War on Drugs”.

72 Year Old Must Go to Jail - Judge

A 72 year old pensioner milkman faced court for supplying cannabis to pensioners to “ward off their aches and pains”. Although he received bail, the judges comment is the truly scary part.

You must understand these are serious offences and in my judgment the likely outcome is an immediate custodial sentence.

-Judge Beverley Lunt

The 72 year old delivered the cannabis in an egg box to the pensioners while doing his daily milk round. Obviously a criminal mastermind.

Inmate Dies After Sheriff Withholds His Medication

Sean Levert had just started a 22 month sentence for not paying child support. Although he brought his medication with him, it was withheld pending a health assessment from the jail psychiatrist. Unfortunately for Sean Levert, the assessment was 15 days away. The manager of health care services for the Cleveland county jail, Christine Dubber said inmates are not allowed to take Xanax unless they are evaluated by a jail psychiatrist. I wonder if Sean Levert was on another type of medication then would he had been seen to quicker or actually just given his medication because he already had filled a legitimate script.

Due to the volume of inmates and the level of severity, the schedule is based on need

-Christine Dubber, Manager Of Health Care Services For The Cleveland County Jail

Since the incident, Jail officials in Cleveland are examining a new policy that allows more flexibility for providing anti-anxiety medicine. Too late for Sean Levert.

The Unwinnable War On Dickheads

I give up!

How many times do the Liberal Party have to hear it? The Bishop Report: “The Winnable War on Drugs” was rejected by the vast majority of experts in health, in welfare, in Australia, on the whole bloody planet. Banging on about it is futile and frankly, embarrassing. You had your shot and failed ... the war was lost. We are still counting the bodies whilst those actually qualified are working furiously to analyse how to prevent it happening again. You introduced “Tough on Drugs”, the Australian version of the "War on Drugs" and it was a massive failure. Your general, AFP commissioner, Mick Keelty conceded defeat. Your commander and chief, John Howard was dismissed and Colonel Bronwyn Bishop was banished to sanitary duties. My advice ... take a hint.

What About The Winnable War On Drugs Prime Minister?
www.liberal.org.au

Senator Mathias Cormann
Shadow Parliamentary Secretary for Health Administration

24th November 2008

Kevin Rudd needs to commit to the ‘war on drugs’, Shadow Parliamentary Secretary for Health Administration Mathias Cormann said today.

“In his first year in office the Prime Minister has been leading a ‘war’ on just about everything,” Senator Cormann said. “Why is it then that his Government has abandoned the critically important war on drugs?” he asked.

“More than a year after the release of the comprehensive House of Representatives Committee report “The winnable war on drugs – The impact of illicit drug use on families” the Rudd Government still has not provided any response to the Parliament,” Senator Cormann said.

“In the Government’s propaganda paper on its first year in office the battle faced by too many families against the enemy of drug abuse hardly rates a mention. The time for more Committees and reviews on the challenge of drug abuse is over. This is the time to make decisions and take action.

“We need decisions focused on winning the war, not on helping the enemy gain more strength.

“The story in today’s Daily Telegraph is a shocking demonstration of how a completely misguided harm minimisation approach by Labor in NSW is failing young people and their families.

“Our children don’t need lessons on how to use harmful and illicit drugs. They need to get the clear message that drugs are bad,” Senator Cormann said.

“Of course we have to provide effective treatment to anyone with a drug problem – but it should never ever be done in a way that normalises drug use.

“Any parent would be shocked and horrified to read the advice that has been circulated to children in NSW schools, including comments such as:

If you don’t already have a reliable dealer, try to find one and stick with them;

When you’re using a new batch (of speed) only try a little at first - you can always use the rest later if you need to.

Budget for food, rent and bills BEFORE you spend money on drugs;

Don’t buy drugs on credit;

Avoid (?) dealing speed or other drugs.

“It is time the Prime Minister showed some national leadership on this.

“Teaching 14 year old kids how to use illicit drugs is just outrageous. This is another ‘harm minimisation’ booklet that should be pulped immediately!

“I look forward to meeting with Darren Marton, the founder of the ‘Drugs - No-Way’ campaign in Canberra on Wednesday, along with Ms Bronwyn Bishop, who chaired the House of Representatives Inquiry into Illicit Drugs last year,” Senator Cormann said.

If I could be a fly on the wall at any event to ever take place, I would skip The Watergate Hotel, the meeting between Howard and Costello over the leadership and even the last supper. But I wouldn’t miss the meeting that Mathias Cormann is having with Darren Marton and Bronwyn Bishop. I would have enough material to fill this blog for at least 2 years. If only they would invite Chris Pyne and help raise the average IQ above 65. And what the hell are they going to talk about? The Bishop Report is dead, Labor is in power, Bronwyn Bishop sits on the back bench, Mathias Cormann is a goose and Darren Marton is just another 'abstinence only' moop.

You have laugh at Cormann’s rhetoric.

We need decisions focused on winning the war, not on helping the enemy gain more strength.
What the hell does that mean? Who is the enemy? What decisions? Does he mean the ones that got us in this mess in the first place?

Our children don’t need lessons on how to use harmful and illicit drugs. They need to get the clear message that drugs are bad.
Drugs are bad, mkay. Now that we know that, our children should be safe. What a relief! Do they need lessons on how to use harmful and illicit drugs? Of course not because they know that drugs are bad ... mkay. Illicit drugs means illegal drugs so why would kids be involved in breaking the law? Drugs are bad ... and illegal ... and dangerous, mkay. Just as long as we don’t send the wrong message.

But what if the kids don’t listen and decide to take drugs anyway. Is there some booklet to advise them what is the safest way to do what they have decided to do and are going to do anyway? Yes there is and ... oh wait, it’s been shredded. It was full of wrong messages ... and information that might save their life.

The fact that drugs are harmful is even more reason to teach them the safest practice and because they are illicit means there is no regulations for drug dealers to provide instructions or warnings. Pretty inconsiderate really.

What is the wrong message? For too long now, the idea that sensible, appropriate advice will give the  green light to go ahead and take drugs has been used to appear tough on drugs or for the comfort zone of the message provider. Research has shown many times that scare tactics alone do not achieve the required result as the reality is often much different to the portrayed message. In other words, people aren’t stupid. People taking drugs are well aware of the dangers and not offering advice that might keep them alive because it ‘sends the wrong message’ is mind numbingly stupid. Using this excuse should be a flag to everyone that the messenger does not fully understood the issue or has an ulterior motive. In an advanced society, we should be examining those who use such ridiculous comments and be questioning their intelligence or motives. Such foolish actions would not be tolerated in the business world or in a lab or even in most of society but somehow it’s okay to risk our kids lives because it’s the issue of drugs. Am I missing something?

This is another ‘harm minimisation’ booklet that should be pulped immediately!
Damn that Harm Minimisation! Saving lives, reducing harm, educating our kids. What sort of message is that? What next? Telling us that alcohol is a drug? Pffft. Kids aren’t going to fall for that one. They’re not stupid you know.

In his first year in office the Prime Minister has been leading a ‘war’ on just about everything. Why is it then that his Government has abandoned the critically important war on drugs?
The current government is tackling a more pressing problem, alcohol abuse, which the Libs conveniently overlooked. The focus on drugs has much more value politically and this fact was abused by the previous government. Being an unpopular opposition, it seems it would be an ideal time to dust off the “Tough on Drugs” sham to counter the much more effective alcohol reforms of the current government. The Libs have always had a reservation about tackling our drinking habits which lacks the hysteria of drug use. It’s a piss poor excuse to drag out the redundant Bishop Report and resort to the old tricks of using fear and ignorance to gain some much needed attention.

Alcohol enjoys enormous popularity and special significance in Australian society. It is used for relaxation, socialisation and celebration. Alcohol also plays a significant role in the Australian economy, generating substantial employment, retail activity, export income and tax revenue. There is also evidence that alcohol can benefit the health of some individuals, if consumed at low levels, by contributing to the reduction of cardiovascular disease risk from middle-age onwards. Everyday, thousands of Australians benefit in some way from alcohol.
-Liberal Party’s National Alcohol Strategy 2006

Calling on the government to commit to the "War on Drugs" and to continue with the opposition’s “Tough on Drugs” policies is laughable. The "War on Drugs" is the single biggest policy failure in US political history. Most of Europe is on the verge of breaking away from their commitments to the US dominated anti-drug UN conventions and have clearly shown how Harm Minimisation is a far superior policy to the old Zero Tolerance ideology. Promoting the Bishop Report scam as the core of our drug policy is ludicrous as the rest of the world is giving support to completely opposed strategies. The problem is politicians like Cormann really don’t know much about the issue of illicit drugs and especially Harm Minimisation. Before being so arrogant and forth coming with harsh demands it might be wise to actually know what you’re talking about first.

Senator Mathias Cormann has joined the ranks of other ignorant, lying politicians like Bronwyn Bishop, Chris Pyne, Donna Faragher, Mary Wooldridge, Steve Fielding, Alan Cadman, Alex Hawke, Trish Draper, Peter Dutton, Kay Hull, Ann Bressington, Harry Quick, Luke Simpkins, Louise Markus, John Howard, Mark Vaile etc. etc. etc.

Like the "War on Drugs", the war on dickheads seems to be unwinnable.

Politicisation of Science

One of the main problems with society is the political system. It was while I was watching an interview with John Howard many years ago that it struck me how politics had taken a new turn. Howard said in an interview that the most important issue in Australia was the liberal party winning the upcoming election and they needed to focus all their efforts on achieving that win. Although it’s probably true for most politicians, I had never publicly heard this before. It had always been Australia’s future or the like that was a precursor for winning an election, not simply the need to win. By being able to openly say this in public, is it any surprise that more and more fundamentals of society would become political fodder in the quest to win an election? Those days are gone where politicians needed to appear logical. No longer did they take directions from facts, public needs or science. Basic freedoms were replaced by national security and the politics of fear. Common sense was replaced with idealism and patriotism. Science and medicine were replaced with religion and so called ‘family values’. Howard went on as PM for 3 terms over 11 and a half years. One of his profound contributions to science was silencing NGOs and government research organisations that had conflicting views to the official government spin. Research and facts became secondary to government policy and those who dared release conflicting data were faced with losing government funding. This led to the rise of groups like Drug Free Australia (DFA) whose sole purpose was to push the government’s own agenda that would normally be criticised by proper research groups. DFA were supporters of the US model that wouldn’t allow federal funding for programs that conflicted with modern christian ideology like safe sex education and needle exchanges. With most opponents now silenced in Australia, Howard had the opportunity to completely remove conflicting science from drug policy and the next step was to produce his own “research” which came via the Bishop Report - “The Winnable War on Drugs”. Luckily Howard was booted from office and the Bishop Report was doomed to bottom of the rubbish bin. Scarily, Howard had came so close to achieving the unthinkable and nearly implemented a non medical solution to a medical problem based on politics and moral/religious ideology. In the US, healthcare is an example of how medicine has become so politicised that it’s actual purpose has been overlooked and instead has become a political hot potato about socialism vs. right wing ideology. But science/medicine has been heavily politicised in nearly every country - abortion, nuclear power, alternative energy, mental health, creationism in science class etc. The two prime examples that stand out are climate change and drug policy. Both issues have been taken out of the scientific arena by the right because a pragmatic solution might upset their corporate interests or encroach on their safe, pseudo religious ‘family values’ ideology. Taking advantage of an upcoming election, a group of renown professors in Canada decided that they should write a letter to the major political parties and voice their concern. The politicisation of science had cost millions of lives worldwide and was risking the future of our planet. But can a group of experts actually get through to the decision makers? The letter is a real eye opener when you look at the content and you may start to realise how backward mankind has slipped considering how far we have progress scientifically.
Dear Sirs and Madam: We are a group of concerned scientists writing to call for the end to the politicization of science and related due processes in Canada. Below we highlight some recent examples of the mistreatment of science in Canada: • The closing of the Office of the National Science Advisor 1 • The misrepresentation of climate change science 1, 2 • The muzzling of Environment Canada scientists 3 4 • The cuts to and reorganizing of the Canadian Wildlife Service 5 • The political appointments to the board of Assisted Human Reproduction Canada 6 • The halting of the Prison Tattoo Pilot Study and the suppression of the results of this study 7 • The firing of the Head of the Canadian Nuclear Safety Commission 8 • The suppression and misrepresentation of research related to Vancouver’s Supervised Injection Site 9-11 The above represent blatant examples of instances when: • Systems developed to provide non-partisan scientific advice were undermined, interfered with, or dismantled for political reasons; • Science was interrupted, suppressed and distorted for political reasons; • Scientific uncertainty was manufactured in instances where none existed; • Reputable scientists were attacked because the results of their work were unpopular or inconsistent with the views of political parties; While science is not the only factor to be considered in political decision-making, ignoring and subverting science and scientific processes is unacceptable. In light of these concerns, we are calling on all political leaders to articulate how they will work to improve Canada’s track record with respect to the treatment of science and related due processes. Below is an article from Canadian Medicine. Canadian Medicine is the editors' news blog of Parkhurst Exchange, a monthly medical magazine based in Montreal, Canada.
Canadian researchers demand end to political interference Canadian Medicine Two can play at this game, it seems. Medical researchers and scientists upset by the "politicization of science" in Canada have decided to turn the tables by interjecting themselves into the political scene as the October 14 federal election draws near. A petition protesting the "recent mistreatment" of scientific research will be sent to all major federal political party leaders in the coming days, Canadian Medicine has learned. The petition was drafted by a group of doctors and researchers that has routinely butted heads with Stephen Harper's Conservative government over the last two and a half years: Julio Montaner (above), Thomas Kerr and Evan Wood. Dr Montaner has become an academic of worldwide renown as the recently appointed president of the International AIDS Society. The three men are all professors of medicine at the University of British Columbia, but they are best known for their roles at the BC Centre for Excellence in HIV/AIDS, which under their leadership has produced some of the world's top medical research on supervised-injection sites, focusing largely on the downtown Vancouver facility Insite. Insite has served as a flashpoint for the conflict between the Conservative government and scientists. Despite overwhelming evidence of Insite's benefits, the government withdrew funding and then fought a battle in court earlier this year to attempt to establish jurisdiction over the project so that it could shut it down. The attempt failed when a BC judge ruled that the federal government was not within its rights. Soon after that, Health Minister Tony Clement -- who asked the attorney general to appeal the BC decision -- went on the offensive, drawing considerable opposition from the medical community when he questioned the ethics of physicians who support supervised-injection. The conflict over Insite is not the only complaint the petition mentions. Others include: "the closing of the office of the National Science Advisor" "the misrepresentation of climate change science" "the muzzling of Environment Canada scientists" "the political appointments to the Board of Assisted Human Reproduction Canada" "the cuts to and reorganizing of the Canadian Wildlife Service" "the halting of the Prison-based Tattoo Pilot Study" In a letter dated October 6, addressed to "friends and colleagues," Drs Montaner, Kerr and Wood write: In light of our concerns we have prepared a letter addressed to the leaders of the federal political parties and have asked them to make clear the action they are prepared to take to end the politicization of science in Canada. We are inviting you to become a signatory to this letter. We will send this letter to all major media outlets in the coming days.

Remembering Bronwyn Bishop

This document is full of harm minimisation. The Prime Minister said that he is opposed to harm minimisation and that we do not have it.

-Bronwyn Bishop

Australia had once led the world when it came to drug policy because of Harm Minimisation(HM). Although HM has been our official policy since 1985 it has had it’s share of critics, especially lately. Probably the most interesting aspect of this government initiative is the lack of understanding from the government itself. Steve Cananne from radio station, JJJ highlighted this so well in a short video documentary last year which exposed the then current government as not even acknowledging our own drug policy and knowing even less about it.

The following links are to the short documentary and the full interview with Bronwyn Bishop who chaired the House Families Committee’s inquiry into the impact of illicit drug use on families titled, “The Winnable War on Drugs”. This interview is the epitome of Zero Tolerance rhetoric from a government caught up in ideology but more importantly how intensely idiotic and deceitful politicians can be to push their narrow minded views onto the public. Watch as Bronwyn Bishop tries to explain her reasoning behind the report and note the political manoeuvring that is as cringe worthy as watching an episode of The Office or Some Mother Do Have ‘Em.

JJJ - "War on Drugs"

JJJ - Interview with Bronwyn Bishop

STOP. If you haven’t watched them, go back and click on the links ... you will regret it if you don’t.

During the interview, Bronwyn Bishop talks about a huge advertising campaign along the lines of the AIDS Grim Reaper ad. She also throws in the Faces of Meth campaign by the  Multnomah County Sheriff’s Office. Below is an example of the campaign.

...we have an obligation to have a major advertising campaign, a bit like the Grim Reaper, to tell people what it does to you. Pictures that show what drugs do to you: the rotting teeth, the ageing face, the haggard look, the bone disintegration.

-Bronwyn Bishop

Politicians love fear tactics and BB is no exception. People already know the dangers with drugs but many also don’t believe government spin. BB keeps mentioning the “drug elite” are involved in “old thinking” with Harm Minimisation. This is just a new tactic of Zero Tolerance zealots to use the arguments of HM supporters and switch it around. In fact BB’s suggestions are “old thinking”, not HM which continues to expand and try new evidence based strategies whilst Zero Tolerance policies have been tried over and over but somehow expecting different results.

This report is very specific about what needs to be done to prevent harm—not just to reduce it or minimise it but to prevent it, with the ultimate aim of always making the individual drugfree and not sentenced to a lifetime of methadone, which will probably take 46 years off your life expectancy, and not turned into a hag with their teeth falling out. If you think the mouth of a tobacco-smoking person is hideous, look at the mouth of a methadone user.

-Bronwyn Bishop.

Bronwyn Bishop’s handling of the “The Winnable War on Drugs” committee was disgraceful and deceitful. She stacked the committee with DFA members and was so arrogantly biased from the beginning that I am surprised someone didn’t punch her. The junk science was laid on by the truck full and her opinion kept over riding anyone who disagreed with her. The rhetoric was thick in the air and the use of sound bite type statements was pathetic. “Think of the children”, “the ruined families”, “drug users look disgusting” and more. She put down any expert who was not of the Zero Tolerance view and her incredible lack of knowledge was backed up by members of the committee who were just as rude and aggressive.

Inquiry - Monday, 28 May 2007

Dr Herron: ... I went through that era—I never inhaled—when cannabis was thought to be harmless and useful and all the rest of it. It was the general consensus in the hippie era that that was so. Now, it has taken years—a bit like cigarette-smoking; it took 50 years for cigarette-smoking.

Bronwyn Bishop: But it is not like cigarette smoking, John.

Dr Herron: No, I am saying the deleterious effects of cigarette-smoking took 50 years to be enacted in legislation.

Bronwyn Bishop: Yes, but do not compare the two, because I have never seen anyone commit an act of violence under the influence of tobacco.

Bronwyn Bishop is a well known bigot especially when it comes to Muslims. Her attempt to ban headscarves was even rejected by John Howard but that didn’t stop BB from slipping in a racist comment when she could.

Bronwyn Bishop: Harm minimisation has come to mean different things to different people.

Dr Herron: That is correct.

Bronwyn Bishop: It is a bit like the term ‘multiculturalism’ I suppose. It is ruining people’s lives.

Bronwyn Bishop and her Islam phobia:

In August 2005, Bishop called for Muslim headscarves to be banned from public schools, an opinion also expressed by another prominent Liberal backbencher, Sophie Mirabella. The Prime Minister, John Howard, said that he did not agree with this view as a ban would be impractical. Her preoccupation with criticising Islam in Australia has been criticised as racist, sexist and hypocritical.[3] In November 2005, Bishop expressed the view that "she is opposed to the wearing of the Muslim headscarf, where it does not form part of the school uniform. This is because that in most cases the headscarf is being worn as a sign of defiance and difference between non Muslim and Muslim students" and then went on to say that she "does not believe that a ban on the Jewish skull cap is necessary, because people of the Jewish faith have not used the skull cap as a way of campaigning against the Australian culture, laws and way of life."

-Wikipedia.

Lost in the world of Zero Tolerance is blissful ignorance. Politically it’s too hard to take the advice of expert groups or follow the science. Bronwyn Bishop is a political animal with no conscience or ethics. She will happily deceive the public to get her agenda in motion, whether it’s correct or not.

Addiction alone should determine whether a child is separated from their parent

-Bronwyn Bishop

Science does not allow for ideology to take over and someone’s personal views cannot alter facts ... unless your a politician it seems. This has never been about the welfare of addicts but how it fits in with the government’s “family values” spin. One of the successes of HM is the separation of science and morality which allows research and facts to determine treatment. It’s a real twist when a government committee can be formed on the basis that contradicts this, defeating the very element that gives it success.

The aim should be to make the individual drug-free. We have found those in the drug industry take an amoral stance; they say that by harm minimisation the question of morality is out of the equation and they make no judgment as to whether drugs are good or bad.

-Bronwyn Bishop

Bronwyn Bishop is disgusting, rude, bigoted and deceitful. How someone like her can be a representative of our society raises many questions. Personally she makes me squirm and I wonder how she can go on each day with no remorse. I have brought this up before that people in a position of trust, who play with people’s lives for the sake of political or personal gain should be made to face a court of humanity. If John Howard had been returned to office and her idiotic report had been taken up, the damage to people’s lives and the deaths caused would never be attributed to her, even though she purposely overlooked scientific evidence and factual research. If society was fair, dangerous politicians like Bronwyn Bishop, John Howard, Kevin Rudd, Ann Bressington, Nicola Roxon, Chris Pyne, Fred Nile etc. would be serving jail time for crimes against humanity. Instead they continue to gain personally from playing political chess with drug addicts lives and the experts who are trying to help.

Methadone Saves More Lives Than Abstinence / Detox.

People who are opiate dependent like heroin addicts, will die at a rate of 13 -1 compared to non addicts of the same age/sex. Mind blowing stuff. But there are still many out there who object to substitution treatment despite it being the single most effective treatment for opiate addiction. What would happen though if abstinence based treatment like detox was found to have a higher mortality rate than opioid maintenance treatment (OMT)?

The Boston University has recently released several reports that should make many anti-methadone proponents reassess their ignorant and often arrogant views. Not only do they indicate that methadone and buprenorphine save lives but choosing abstinence/detox over OMT increases the chance of patients dying. The anti Harm Minimisation stooges will undoubtedly still push their naive, ‘drug free’ ideology but the fact is, those on methadone or buprenorphine have a hugely reduced risk of being a mortality statistic.

Isn’t this the goal, to save lives? It’s becoming increasingly obvious that’s not the case for some of the so-called “Tough Love” advocates. Extremist, Salvation Army Major and INCB member, Brian Watters suggested that heroin addiction was a fate worse then death. He also said that addiction was a sin. For the record, Watters is also a DFA director, ex chairman of the Australian National Council on Drugs (ANCD) and one of the 12 members of the UN’s International Narcotics Control Board (INCB) which has come into major criticism for breaching human rights and being a stooge for US drug policy. Many opponents of methadone use Sweden as an example of a successful drug policy which includes a strong preference for abstinence based programs and severe restrictions on how long someone can stay on methadone. What they leave out is the high mortality rate in Sweden compared to countries that endorse methadone.

This report is very specific about what needs to be done to prevent harm—not just to reduce it or minimise it but to prevent it, with the ultimate aim of always making the individual drug free and not sentenced to a lifetime of methadone, which will probably take 46 years off your life expectancy, and not turned into a hag with their teeth falling out. If you think the mouth of a tobacco-smoking person is hideous, look at the mouth of a methadone user.

Bronwyn Bishop - Inquiry Chair: The impact of illicit drug use on families. The winnable war on drugs.

There are many who object to substitution treatment as being a ‘cop out’ for addicts or as a grand plan of industry ‘elitists’ who want full drug legalisation. The claims are varied from an ‘Orwellian addiction swap’ to ‘the federal government trades places with the street dealer, swapping heroin for methadone and feeding the addiction with taxpayer dollars’. Even politicians who have access to vast amounts of research either choose to ignore the evidence and lie to the public or are incapable of separating their personal views from facts. What is worse ... an elected official blatantly deceiving us or an elected official being so obviously clueless and incapable yet still left to manage important issues for us?

Do we want to follow the example of the many US OMT clinics that place restrictions on the period of treatment or set unrealistic dosage levels out of misconceived ideas on how OMT works? OMT was never meant to be a short term treatment but through a haze of Zero Tolerance claptrap, the guidelines have been misinterpreted by many health care providers. It seems logical to end OMT as quickly as possible because of the temptation to have a cured addict, free of physical addiction. Unfortunately, it’s not that simple and the usual consequences are the unnecessary deaths of addicts pushed into a dangerous treatment plan by ignorant and self righteous care providers.

Opioid Maintenance Therapy Saves Lives

http://www.bu.edu/aodhealth/issues/issue_may08/friedmann_gibson.html

Opioid-dependent patients are 13 times more likely to die than their age- and sex-matched peers in the general population. To examine predictors of long-term mortality, Australian researchers conducted a 10-year follow-up study of 405 heroin-dependent patients who had participated in a randomized trial comparing methadone and buprenorphine.

Overall mortality was 8.8 deaths per 1000 person-years of follow-up (0.66 during opioid maintenance treatment and 14.3 while out of treatment).

Each additional opioid maintenance treatment episode lasting more than 7 days decreased mortality by 28%.

Subjects who were using more heroin at baseline had a 12% lower mortality rate overall, likely because they spent more time in opioid maintenance treatment.

Comments:

Often overlooked in the controversy over opioid substitution therapy is the reality that opioid dependence has a high fatality rate. The current study highlights that opioid maintenance treatment saves lives. The selection of the treatment episode as greater than 7 days strongly suggests that opioid maintenance, not detoxification, reduces mortality. The time is right to promulgate opioid maintenance therapy with either buprenorphine or methadone as the standard-of-care, first-line treatment for opioid dependence.

http://www.bu.edu/aodhealth/issues/issue_apr08/samet_clausen.html

To what extent does opioid maintenance therapy (OMT) reduce mortality in patients with dependence? To answer this question, Norwegian researchers linked data from a national death registry to a national database of people who were on a waiting list for OMT, receiving OMT (predominantly methadone), or discontinued OMT. Researchers then compared the risk of death during treatment with the risk before and after treatment among 3789 patients. In some cases, data from the death registry were confirmed with death certificates and autopsy results.

Over 7 years, 213 patients died.

Seventy-nine percent of deaths in the waiting-list group, 27% of deaths in the treatment group, and 61% of deaths in the discontinued-treatment group were attributed to overdose.

Mortality risk (from overdose and other causes) was significantly lower in patients receiving treatment than in patients on the waiting list (relative risk [RR], 0.5; death rates of 1.4 versus 2.4 per 100 person years, respectively).

Risk was highest among men who discontinued treatment (RR, 1.8 compared with men on the waiting list).

Comments:

With impressive methodological rigor, these investigators provide further strong evidence that OMT lowers the risk of death. Because of the increasing cases of overdose death attributed to physician-prescribed methadone for pain and the potential negative public backlash towards this treatment, these data may play an important role in policy efforts that support the continued use of OMT to reduce mortality risk in people with opioid dependence.

Are Flat Earth Journalist Intelligent? No ... Just Dangerous

The talking snake told Eve, the only woman on earth, to eat a forbidden apple ... now men grow bald and women get saggy buzums. Miranda Devine tells us that Zero Tolerance is working and a good thing ... we are now a drug free society with no addiction, no crime, no misery and everyone has seen the light, that drugs are bad.

Why is it that some journalists can write utter shite and still keep their job? Not just shite but simple lies, untruths, biased personal views and personal agendas. I wanted to know why that if I put forward such fabrications of truth in my job, I would get the sack but some journalists just have to portray themselves as anti-drugs and they can write whatever they want ... no matter how dangerous it is.

When I hear ramblings about the earth being made in 7 days or Noah’s ark being fact, I naturally question the intelligence of the rambler. Even the catholics recognise that these stories are just symbolic and no one can really argue their validity without having serious questions asked about their reality perception. Faith in the religious context is the opposite to science. The more that something is unable to be proved, the more faith you must have.

faith [noun]

1. complete trust or confidence in someone or something.

2. strong belief in God or in the doctrines of a religion, based on spiritual apprehension rather than proof.

-New Oxford American Dictionary, 2nd Edition

Faith plays a big part in the world’s drug policies. The UN’s International Narcotics Control Board (INCB) is completely dictated to by the US who push their faith based, Zero Tolerance (ZT) ideology. So much so that even today’s medical/humanity based, Harm Minimisation is now pushing the boundaries of the UN’s signed accordance with all participating countries. The US's Zero Tolerance policy, preach and strictly enforce a faith based strategy being that moral issues are more important than scientific facts or a person’s well being. This is aptly called the “War on Drugs”. Drug use is considered immoral and discipline is used for those who breach the laws. The health aspect is a side issue which is treated with an odd mixture of morals based policy and medical treatment. Since the “War on Drugs” started 37 years ago, the drug problem is now out of control worldwide and the US led policy has been an abysmal failure. Many countries are now questioning this approach and are turning back to science for answers. They are finding instant success but since it leaves no room for morals based strategies and rejects faith based policies, many are finding it hard to overcome their thinking from the years of propaganda to demonise drugs. The religious, conservatives, politicians and moralists are not so convinced but when your whole argument is faith based, some elaborate tactics are required to keep the masses on side.

Australia has it’s share of the faithful. Not neccessarily religiously faithful but faithful to the policy of Zero Tolerance. Those who abhor the idea that drug addiction should be treated as a health issue instead of a law and order matter. Australia is a conservative country of late and our politicians are more so than usual. With overwhelming evidence pouring in every year that flies in the face of ZT, the faithful came up with with their own evidence to please the conservatives.

The evidence is already in that such approaches are foolish, and have wider ramifications than are usually considered in "evidence based" trials - especially trials by researchers with a predisposition to distribute heroin rather than minimise its use.

-Andrew Bolt in response to heroin trials

Poor Andrew. There has never been any scientific research that ”such approaches are foolish, and have wider ramifications than are usually considered in "evidence based" trials”. There have only ever been opinions like his. This attempt to match evidence based policies with their ‘own evidence’ was given a boost when in late 2007, Bronwyn Bishop chaired the government report, “The Winnable War on Drugs”. More about that latter.

The Australian recently had an article by one of the faithful, Miranda Devine. Apart from the usual cherry picking of statistics, Devine tries to use her bizarre logic to criticise Dr. Alex Wodak and his support of Harm Minimisation.

Rather than drug harm-minimisation advocates admitting they are wrong and that their careers up to this point were misguided, they have stepped up their attacks, describing the so-called War on Drugs as a failure and those who disagree as "zealots", "ideologues" and "evangelists". But this is the pot calling the kettle black, for what else do you call people who refuse to change their minds in the face of overwhelming evidence but zealots?

-Miranda Devine. The Australian

“Overwhelming evidence”? Devine is wrong. Not only wrong but either deceitful or plain stupid. Any argument can be made by citing biased information and the faithful have made an art of it. Piers Ackerman, Andrew Bolt, Steve Price, Neil Mitchell, Janet Albrechtsen etc often reinforce the view that Harm Minimisation is "a theory in which addicts get free needles, free drugs and shooting galleries". Apart from all working for the same media organisation of truth, News Ltd., these buffoons regularly pump out their simplified and always biased articles. The truth is the furthermost item in their tiny little minds and will create the most fanciful evidence to prove their point. If the government point out that alcohol causes a problem, these people are the quickest to claim their individual rights and for the government to leave social engineering alone. But if the issue is the right of individuals to use any substance apart from the drug, alcohol then they will claim we need to stamp it out, regardless of the cost to human suffering. Then they trot out their ‘evidence’. Well not usually evidence but more opinion than anything.

It is irresponsible for a doctor in his position to play down serious research showing the link between marijuana and schizophrenia, and not just for those who are already psychotic.

What he is doing is no different from the tobacco industry denying the links between smoking and lung cancer.

-Miranda Devine. The Australian

Devine’s article will get the attention she seeks. Mocking one of the world’s leading experts on drug issues gives her the superior mindset that alludes to her information being correct. The gullible faithful readers will lap it up once more and more misinformation has been spread. And isn’t that what we need ... more misinformation.

Medical opinion is moving against him, with the journal The Lancet, on July 28 last year, recanting its 1995 editorial which claimed smoking cannabis was not harmful to health, and citing studies which showed "an increase in risk of psychosis of about 40 per cent in participants who had ever used cannabis".

-Miranda Devine. The Australian

A 40% increase on almost none is still almost none. An increase in risk is not a absolute increase but a ‘risk’ of an increase. And only 40% of that. The fact is, the 1995 report said there was no evidence that cannibis caused psychosis but it is now accepted that there is a risk especially to those who have existing problems. It’s hardly damming statistics that cannabis is dangerous to most of the population.

Another long-term Swedish study of 50,465 Swedish Army conscripts has found those who had tried marijuana by age 18 had 2.4 times the risk of being diagnosed with schizophrenia in the following 15 years than those who had never used the drug. Heavy users were 6.7 times more likely to be admitted to hospital for schizophrenia.

-Miranda Devine. The Australian

Sweden’s record for fudging figures is well known and it seems so is Miranda Devine. Cherry picking information is another tactic used by the faithful to fight real evidence. The Swedish study had only a minor amount of cannabis users to draw statistics from and they were the heaviest users. It’s this type of blatant misrepresentation that The Australian should call Devine in to explain. Why don’t they? Below is an extract from the same publication that Devine got her ‘evidence’ from.

Cannabis and Psychosis - Fact Sheet

What is the evidence that cannabis use is associated with psychosis?

It is difficult to provide a definitive answer to this question, however, it should be noted from the outset that much of the evidence for cannabis-associated psychosis has been based on subjects who have used large doses of cannabis and/or used cannabis chronically.

A great deal of the data has been derived from small studies, some of which have contained inherent flaws, and the findings of some of the larger studies conducted over the last 20 years have varied considerably.

[...]

A very large study of 50,465 Swedish army conscripts determined their cannabis use at age 18 and followed those individuals for the next 15 years. Recruits who had tried cannabis by age 18 had 2.4 times the risk of being diagnosed with schizophrenia in the following 15 years than those who had never used cannabis. The risk increased if the conscript used greater quantities of cannabis

However, of the conscripts who developed schizophrenia:

• Most had never used cannabis, and

• Only 7.7 per cent were heavy cannabis users

Therefore, cannabis use is only one possible factor contributing to an increased risk of developing schizophrenia or other psychosis. This is especially true when one considers that most people who develop a psychosis have never used cannabis.

-Department of Health and Human Services - Tasmania

One of the direct effects of ZT is driving users underground and along with them go access to real information. ZT harshly criticises anyone who uses drugs at all and those who do are not as willing to admit to their usage. This is a winning point for governments that push ZT as the usage rates will always be down compared to the real numbers. The easiest targets are employees who risk losing their jobs and school students who risk disciplinery consequences from teachers or parents.

It is exactly the wrong time to legalise cannabis, just as its popularity among young people is diminishing, as shown by the latest Australian Secondary School Students' Use of Alcohol and Drug Survey.

Cannabis use by 12-to-15 year olds in the previous month plummeted from 15 per cent in 1996 to 6 per cent in 2005, with the percentage of 12 to 15 year olds who had ever tried cannabis falling from 28 per cent to 13 per cent. The evidence is that fewer children are even experimenting with cannabis, which is a far more potent drug today than it was when Nimbin's hippies were young.

-Miranda Devine. The Australian

Devine quotes a school survey that shows more clearly than her presumptions that kids are not as willing to disclose their usage when it might bring on condemnation rather than understanding. In 1996, the climate was more realistic of users than 2005 which was in the middle of Howard’s “Tough on Drugs” campaign. Of course kids aren’t going to admit to using drugs if the PM and his government are pumping out multi million dollar campaigns telling them they are losers and will go to jail if caught. So using her logic, since marijuana use is down, it is not a contender for decriminalisation. A national survey by Australia’s national health and welfare statistics and information agency showed that ecstasy use had risen by 500% for 14-19 year olds. and speed use had risen 25% for the same group. Do we decriminalise them?. By the way, what is so important about one age group? The survey also showed that 34% of Australians had tried marijuana and even that is greatly less than the real figure. Shouldn't that be the figure used?

We just finished 11 years of John Howard trying to disassemble our Harm Minimisation polices and introduce ZT under the misleading term “Harm Prevention”. This was the most destructive period of the last 50 years to Australia’s progression towards sensible drug policies. John Howard was the symbol that the faithful could look up to. The problem was that science was producing real evidence that his socially conservative views were flawed. Howard was using Sweden as an example of ZT which he continually cited as a model for Australia. Unfortunately for Howard, Sweden was breaching human rights and fudging figures but after years of falsely boasting it’s success, the faithful had already taken for granted Howard’s spin.

Just as the PM was preparing to vacate the lodge, The Libs produced a report called, The winnable war on drugs : the impact of illicit drug use on families. Chaired by Bronwyn Bishop, it showed the extent to which the government was prepared to take ZT. The report was slammed by nearly every medical and welfare group in Australia and was heavily condemned overseas. The faithful now had an official report to quote from and it seemed like it had especially been written just for them. The problem was, the report wasn’t full of real statistics but a road map to a country under ZT or as they liked to call it, Harm Prevention. Incidentally, the term Zero Tolerance was not the official drug policy of Australia and the term never actually appears in any official report from the government. ‘Harm Prevention’ though was being tossed around, not as a preferred model but arbitrarily to deliberately be confused with Harm Minimisation.

Some of the report’s 31 recommendations:

-Compulsory treatment for teenage addicts

-Restrictions on methadone programs

-Withdrawing funding from drug programs that promote harm minimisation

-Young children be taken away from drug-addicted parents permanently and adopted out

-A review of needle exchange programs

-Closing the safe injection facility

-Random workplace testing for anyone working in public hospitals including doctors and nurses

The powerful and strong recommendations would benefit families of addicts and would help win the war on drugs.

-Bronwyn Bishop

Of course all the medical and welfare groups said the report disregarded existing evidence and research.

This report ... is a road map to disaster which would bring untold harm and misery on young people and the Australian community. It is a disgrace that a committee of our national parliament should display the ignorance that it has done and close its mind to reason and science.

Brian McConnell. President  - Families and Friends for Drug Law Reform

Even though the report was dismissed as political posturing and held no real worth in medical terms, some journalist were ecstatic to have their very own personal source of evidence. The hoo-ha has died down now and the report has gone into the history archives as a new government took over. But it is not the end of it for the faithful. This was the holy grail for them and even the knights of nih weren’t going to rob them of their grail.

For a full demolition of the soft-on-drugs approach, the Bishop report is a goldmine, concluding: "The evidence received … in the course of this inquiry has shown there is a drug industry which pushes harm reduction and minimisation at the expense of harm prevention and treatment [which has as its aim] making an individual drug free."

The inquiry found the push for legalisation of illicit drugs flies in the face of overseas evidence. Sweden, once a harm minimisation pioneer, has learnt from bitter experience, adopting a restrictive drug policy, criminalising illicit drug use, and providing early intervention and treatment, with spectacular results.

Last year a UN review of Swedish drug policy found: "The vision of a drug-free society … has, on occasion, been derided as 'unrealistic', 'not pragmatic' and 'unresponsive' to the needs of drug abusers … The ambitious goal of the drug-free society has been questioned … Nevertheless … the prevalence and incidence rates of drug abuse have fallen in Sweden while they have increased in most other European countries. It is perhaps that ambitious vision that has enabled Sweden to achieve this remarkable result."

-Miranda Devine. The Australian

Divine's rhetoric is summed up when she claims Sweden's ZT policy as having "spectacular results". Sweden has been criticised by the International Covenant on Economic Social and Cultural Rights for fudging their figures and have been asked to explain their human rights violations re their drug policy. Sweden has been caught out many times falsifying it's so-called success. A recent report on cannabis production levels proves a gross underestimate of 10 times actual production and usage ... that’s ten times more than reported. Drug use in Sweden is NOT dropping at all but is in line with the rest of Europe. The spectacular results include extremely high HIV/AIDS levels, suicide rates of addicts going through the roof, criminal records for minor amount of marijuana and overdose rates above the average.

Sweden despite its policy of ‘a drug free society’ has clearly not been achieved. Quite the reverse; by comparison with the period when this goal was formulated, the available indicators show that drug consumption has increased. This increase in the use and abuse of drugs has taken place in spite of a substantial expansion in control measures.

-Henrik Tham, Professor of Criminology at Stockholm University

What do independent organisations think of Sweden’s ZT? Remember this is the model that Devine claims is the best strategy for Australia. The Senlis Council is an international policy think tank with offices in Kabul, London, Ottawa, Rio de Janeiro, Brussels and Paris. The Senlis Council encompasses foreign policy, security, development and counter-narcotics policies and aims to provide analysis and proposals within these areas.

As you can understand, the Swedish model for drug policy therefore has lead to a great amount of alienation for the drug user. A large number of drug addicts in Sweden have no actual relation with or trust in anyone outside the drug community. Social workers are considered enemies. The police as well of course, but also doctors, teachers and psychologists!

This might be a little hard to understand, but one of the fundamentals of the Swedish anti-drug policy is propaganda. By this I mean the systematic spread of politically-induced disinformation in order to create a strong and wide support for the extreme measures taken in the struggle for a drug-free society. This is naturally also a question of age and generation. The so called “MTV generation” has a totally different attitude from its predecessors and therefore the basis for the Swedish drug control is diminishing. But among “grownups” the attitude towards drugs is extreme and therefore many teachers, parents, doctors, school nurses, etc. overreact and take drastic measures such as contacting police or social security. In the case of an overdose, addicts sometimes even avoid calling for an ambulance because they are too scared of attracting the social workers’ or the police’s attention.

-The Senlis Council. London

I could go on but what’s the point? Devine, like the other faithful, Bolt, Ackerman etc. have an agenda and that doesn’t include the truth. Miranda Divine’s article is not only flawed but totally incorrect. The Australian has allowed her to produce a superficial article without any scrutiny. Is this what the media is about? As long as you follow the ideology of the owner, you have carte’ blanche over fabricating stories? I know if most of us, in our employment, produced something that was as flawed as her article, we would be told to pack our bags. What industry allows their employees to lie and pass it off as the truth? Politicians are also guilty of this. John Howard, Chris Pyne, Bronwyn Bishop constantly bent the facts to push their drug strategies. The claim that they stopped the ‘heroin epidemic’ was complete nonsense just as they claimed the so called ‘ice epidemic’ was the number one drug problem. Even the politicians got the sack in the end.

Can someone be that thick to actually believe their own bullshit and publish it to the Australian public? She had to do some research and to wade over the masses of facts to come up with obscure and obviously biased information is unbelievable. But this is not just about bimbos who should be writing for Women’s Weekly. There is a responsibility attached to writing such pieces. She is feeding the masses with more misinformation and this leads to influencing government decisions. Those decisions kill people. That’s right, the damage from the existing drug policies are bad enough but ZT kills even more people. Encouraging such behaviour is morally wrong and if Devine had done her research properly, she would know this. Picking out Dr. Alex Wodak as some sort of left wing loony is disgraceful and shows the contempt of conservative, armchair critics for fellow humans. Bronwyn Bishop did the same, calling him and other Harm Minimisation supporters as ‘elitists’. This was during the enquiry she chaired so it is not surprising that Devine followed suit.

That is a success in anyone's language and it is perverse for Wodak and others in the "helping" professions to deny that success, and pour scorn on the federal "Get Tough on Drugs" approach that underpins it, and which the Rudd Government has shown no signs of dismantling.

-Miranda Devine. The Australian

Does she actually consider the ramifications of a ZT policy? If ‘success’ is measured by people in jail and addicts off the books then ZT will certainly be more of a ‘success’ than she thinks. If people committing suicide and lives being ripped apart with no support, then more success. If pushing science and medicine under the mat and ‘sending the right message’ is a better outcome than facing the reality that people are suffering, even more success. The ability to play with people’s lives for the sake of pushing personal agendas is serious and should be highlighted more. The discrimination they create against addicts should be questioned. More appropriately, maybe they should examine themselves.

UPDATE:

Ross Sharp from Smelly Tongues got in first with his article, The Ballad Of Alex And Miranda.
